The Scarecrow(from Oz stories, generic)

The Scarecrow lacks a brain and believed he was not intelligent. In reality, he is very wise and merely needed time to learn. The Scarecrow became King of Oz in the Emerald City after the Wizard left, however he relinquished the role when Princess Ozma returned to claim her throne.
